基础研究是整个科学体系的源头，是所有技术问题的总机关。文章以习近平总书记重要讲话精神为指引，深刻阐述了基础研究发展规律和趋势，系统总结了十八大以来我国基础研究发展成就，在深入分析当前我国基础研究发展面临机遇和挑战的基础上，提出了持之以恒加强基础研究、加快实现高水平科技自立自强的主要考虑。
英文摘要
Basic research is the source of the entire scientific system and the overall engine of all technical issues. Guided by the remarks made by Gerneral Secretary Xi Jinping, this paper elaborates the development rules and trends of basic research. It systematically summarizes the achievements in the development of China's basic research after the 18th National Congress of the Communist Party of China. Based on the thorough analysis on opportunities and challenges currently faced by China's basic research, it proposes the idea of continuously strengthening basic research and accelerating the process of achieving sci-tech self-reliance and self-strengthening at higher level.

叶玉江 科学技术部基础研究司司长。长期从事基础研究宏观管理工作,参与制定国家中长期科学和技术发展规划,多次主持编制基础研究发展五年规划。牵头制定《国务院关于全面加强基础科学研究的若干意见》《基础研究十年规划》等政策文件。创立国家创新调查制度、国家科技报告制度,推动国家科技计划管理改革,建立国家科技管理信息系统。长期从事国家重点实验室管理工作,推动全国重点实验室体系重组。

YE Yujiang Head of Department of Basic Research,Ministry of Science and Technology of the People's Republic of China.Dr.Ye has long been engaged in the macro-management of basic research and the drafting of long-term and mid-term national science and technology development plans.For the past years,he presided over the compilation of multiple 5-year plans of basic research development,led the drafting of many government policies including Guidelines on Strengthening Research in Basic Sciences Issued by the State Council and the 10-Year Plan of Basic Research,and helped establish the national innovation survey system and national science and technology reporting system.In addition,he has promoted the management reform of national science and technology programs and established the national science&technology information system.His long years of experience of managing state key laboratories has pushed forward the restructuring of key laboratories nationwide.
