中文摘要
        加强生物学领域瞄准国家战略需求和科学前沿重大问题的研究,有利于发挥生物学研究对国家经济发展和国际竞争力提升中的战略支撑作用。文章梳理了生物学基本特征和发展趋势,总结了国际上生物学研究资助的实践经验,分析了我国生物学领域布局不完善、持续稳定支持不足、对顶尖人才和团队资助不足等突出问题;结合国际实践经验,提出完善生物学研究领域布局、加强生物学研究资助水平、建设生物学人才基地、加强对基础研究人才的资助、建立多元化的科研评价和考核机制等政策建议。
英文摘要
        Strengthening the research in biology aimed at national strategic needs and major scientific frontier issues is conducive to giving full play to the strategic supporting role of biological research for national economic development and the promotion of international competitiveness. This article combs the basic characteristics and development trend of biology, summarizes the practical experience of international biological research funding, and analyzes the outstanding problems in biological research in China, such as incomplete layout, lack of sustainable and stable support, and insufficient funding for top talents and teams. By referring to the international practical experience, it puts forward policy suggestions to improve the layout of biological research field, strengthen the level of biological research funding, build a biology talent base, strengthen the funding support for basic research talents, and establish a diversified scientific research evaluation and assessment mechanism.

CHEN Jie Dr. Chen received Ph.D. degree from University of Chinese Academy of Sciences of Botany in 2016. She is now a research associate fellow of Institutes of Science and Development, Chinese Academy of Sciences (CAS). Her current research interests include scientific evaluation, science and technology management. In recent years, she has participated in more than ten projects sponsored by CAS, Ministry of Science and Technology, National Development and Reform Commission, and so on.

康乐 中国科学院院士,美国科学院外籍院士,欧洲科学院院士,发展中国家科学院院士,国际欧亚科学院院士,非洲科学院院士。中国科学院北京生命科学研究院院长,河北大学校长。曾任中国科学院生命科学与技术局局长、中国科学院动物研究所所长。长期从事生态基因组学研究,系统研究动物适应性和表型可塑性,在飞蝗群聚机制和表型可塑性研究中取得里程碑式突破。在 Nature、Science、Science Advances、Nature Communications、PNAS等 SCI期刊发表上论文 260余篇。国家" 973计划"和国家自然科学基金委员会创新群体项目首席科学家, Elsevier(2014-2021年)生物学/农业高被引科学家。获国家自然科学奖二等奖、何梁何利生命科学与技术进步奖、国际化学生态学会西弗斯坦-西蒙尼奖等。

KANG Le Academician of Chinese Academy of Sciences (CAS), Member of National Academy of Sciences of the United States of America, Member of the Academy of Europe, Fellow of the World Academy of Sciences for the advancement of science in developing countries (TWAS), Academician of International Eurasian Academy of Sciences, and Fellow of the African Academy of Sciences. Professor Kang is the Director of Beijing Institutes of Life Science, CAS, and President of Hebei University. Dr. Kang served as Director-General of Bureau of Life Science and Biotechnology, CAS, and Director-General of Institute of Zoology, CAS. He devoted his efforts for the past 35 years to answering the key questions in adaptation and phenotypic plasticity of insects at molecular and genomic levels. He is best known for his work uncovering the molecular mechanism of locust aggregation and phenotypic plasticity regulated by genetics and epigenetics. Dr. Kang has published 260 research articles and review articles in international peer-reviewed journals, such as Nature, Science, Science Advances, Nature Communications, PNAS, etc. He is ranked by Scopus (Elsevier) as one of the most cited biologists in China during 2014-2021. In recognition of his outstanding achievements, Dr. Kang was awarded the Second Prize of China National Science Award, Life Science & Biotechnology Prize of Ho Leung Ho Lee Foundation (HK), and ISCE Silverstein-Simeone Award.
