如何建立对不同类型的基础研究的分类支持体系是当前的一个重要课题,文章梳理和明确了战略性基础研究的概念,总结了国际上支持战略性基础研究的实践经验,在此基础上分析了我国存在的对战略性基础研究的支持缺乏顶层设计、资助对象不明确、持续稳定支持不够等突出问题,并提出设立独立的战略性基础研究计划、将国家战略科技力量作为组织和实施战略性基础研究计划的主要力量、建立指向性项目支持与机构稳定拨款相协调的双轨支持模式等建议。

This paper sorts out and clarifies the concept of strategic basic research, and summarizes the international experiences in supporting strategic basic research. On this basis, it analyzes the main problems in supporting strategic basic research in China, such as the lack of top-level design, unclear funding objects, and insufficient sustainable and stable support. Some suggestions are put forward, such as setting up an independent strategic basic research program, taking the national strategic forces as the main forces to organize and implement the strategic basic research program, and establishing a dual-track supporting model that coordinates the directional project funding and the institutional block funding.

李晓轩 中国科学院管理创新与评估研究中心主任,中国科学院科技战略咨询研究院研究员、博士生导师。中央统战部党外人士建言献策专家组成员,北京市政协委员。主要研究领域为科研管理,涉及科技评价、科技人力资源管理、科研经费管理等研究方向。长期从事政府科技管理与政策方面的决策支撑研究工作,近年来主要承担来自中国科学院、国家发展和改革委员会、财政部、科学技术部、国家自然科学基金委员会等重要科研课题。撰写了大量研究报告和研究论文。

LI Xiaoxuan Director of the Evaluation Center of Chinese Academy of Sciences (CAS), Professor and Doctoral Supervisor of Institutes of Science and Development, CAS. Member of the expert group of non-party people for policy suggestions, the United Front Work Department of the CPC Central Committee, and Member of Beijing Committee of the Chinese People's Political Consultative Conference. His research focuses on scientific research management, including research evaluation, human resource management, and research funding management. In recent years, he has mainly undertaken important scientific research projects from CAS, the National Development and Reform Commission, the Ministry of Finance, the Ministry of Science and Technology, National Natural Science Foundation of China, and so on. He has published many papers in domestic and international journals in management innovation and evaluation area.

RAO Zihe Professor of Tsinghua University, Academician of Chinese Academy of Sciences (CAS), Member of the Presidium of Academic Divisions of CAS, Member of the Standing Committee of the CPPCC National Committee, Honorary President of Biophysics Society of China, Founding President of China Union of Life Science Societies, Director of Advisory and Evaluation Committee of Academic Divisions of CAS, Deputy Director of Advisory Committee of Chinese Academy of Engineering. He was President of Nankai University, Director-General of the Institute of Biophysics of CAS, and President of International Biophysical Union (IUPAB). He has revealed fundamental structure-function and mechanistic insights to the replication/transcription, assembly and host invasion of coronavirus, retrovirus, influenza virus, picornavirus, herpesvirus, Africa-Swine-Fever-virus and other disease-causing viruses, and uncovered how Mycobacterium tuberculosis achieves metabolite/energy transport and drug resistance. This has led to new therapeutic targets and innovative drug designs. To date, he has published more than 400 peer reviewed research papers, including 23 papers in Science, Nature, and Cell, with over 23 000 citations (retrieved from Google Scholar). He also has 38 innovation patents.
