自然科学与社会科学的关系，经历了从综合到分化再到综合的过程，现阶段呈现加速融合趋势。现代化建设对决策咨询提出新的要求，需要新型智库涵盖自然科学和社会科学这两大领域。建立贯通融合自然科学与社会科学的智库组织领导与政策牵引体系、智库研究内部与外部协同体系、智库科学建设与人才培养体系、决策咨询服务与成果评价体系、国家战略科技力量与国家战略思想力量相得益彰的驱动体系，推动形成具有强烈现实问题导向的智库科学，是新型智库高质量发展的必由之路，也是新型智库增强国家战略思想力量、助推国家治理体系和治理能力现代化的必由之路。
英文摘要
The relationship between natural science and social science has experienced convergence, separation, and convergence again, shows a trend of accelerated integration under the background of modernization. The genes of new think tanks come from the two sources, i.e., natural science and social science, which is the demand for decision-making consultation that put forward by modernization construction. The only way to develop the new think tank of high quality is to establish the organizational leadership and policy traction system of think tanks that integrate natural science and social science, the internal and external coordination system of think tank research, the scientific construction and personnel training system of think tanks, the decision-making consultation service and achievement evaluation system, and the driving system that complements the national strategic scientific and technological forces and the national strategic ideological forces. Promoting the formation of a strong reality orientation is the road must follow for the high quality development of new think tank, and so as for the new think tank to strengthen the national strategic thinking force and promote the modernization of the national governance system and governance capacity.

刘西忠 江苏省哲学社会科学界联合会研究室主任,江苏省智库研究与交流中心执行主任。江苏省人大常委会决策咨询专家,江苏省区域发展研究会副会长、秘书长。江苏省" 333工程"中青年领军人才。主要研究方向为智库建设、人才和区域发展等。近年来,主持和参与省部级以上课题10多项,出版被誉为"构建中国特色新型智库学"的专著《新型智库质量提升与国家治理现代化》,发表论文研究报告70多篇,有10多项研究成果获中宣部优秀理论成果、江苏省哲学社会科学优秀成果、江苏省优秀理论成果等奖励。

LIU Xizhong Ph.D., Director of Research Center of Jiangsu Provincial Federation of Philosophy and Social Sciences, is a young and middle-aged leader of "333 Project" in Jiangsu Province. He is the Executive Director of Jiangsu Think Tank Research and Exchange Center, the decision-making consultant of the Standing Committee of the Provincial People's Congress, and the Vice President and Secretary-General of the Provincial Regional Development Research Association. The main research directions cover think tank construction, talent and regional development. In recent years, he has presided over and participated in more than 10 projects at or above the provincial and ministerial levels, published monograph Quality Improvement of New Think Tanks and Modernization of National Governance, which is known as "Constructing New Think Tanks with Chinese Characteristics", and also published more than 70 papers. More than 10 research achievements have been awarded as outstanding achievements in philosophy and social sciences of the province, outstanding theoretical achievements of the Publicity Department of the Communist Party of China, and outstanding theoretical achievements of Jiangsu Province.
