英文摘要
Black soil is a very precious soil resource on Earth, as well as a great natural gift to China. Scientific and technological innovation is the ultimate choice for the methods and solution of the black soil protection and utilization. The Ministry of Science and Technology of the People's Republic of China, based on the in-depth learning of the series of important instructions given by General Secretary Xi Jinping on safeguarding national food security and enhancing scientific and technological innovation, explores the development path of relying on scientific and technological innovation for black soil protection and utilization, promotes the overall systematic capability of scientific and technological innovation in supporting the black soil protection and utilization with enhanced orientation towards problems and demands, and accelerates the scientific and technological innovation for black soil protection and utilization through integrating advanced scientific research power and various innovative resources. Furthermore, it will take on the mission and responsibility of realizing sci-tech self-reliance and self-strengthening at high levels, by making due efforts to provide strong scientific and technological support for the balck soil utilization and cultivation. It aims to make greater contribution to accomplishing the second centenary goal and realizing the Chinese dream of the great rejuvenation of the Chinese nation.

王志刚 科学技术部部长、党组书记。中共党员。中共第十六届、十七届中央纪委委员,中共第十八届、十九届中央委员。清华大学经济管理学院管理科学与工程专业毕业,研究生学历,管理学博士学位,研究员级高工,享受国务院政府特殊津贴。1976年 1月-1978年10月,安徽省滁州市常山公社知青。1978年10月-1982年7月,在西北电讯工程学院一系信息论专业学习。1982年7月-1996年10月,在电子工业部第二十八研究所工作,历任所研究三部副主任、所副总工程师、副所长(党委委员)。1996年10月-1999年1月,任中国计算机软件与技术服务总公司总经理、党委委员。1999年1月-2002年1月,任信息产业部电子科学研究院副院长、党组成员,中国电子科技集团公司筹备组成员。2002年1月-2003年9月,任中国电子科技集团公司副总经理、党组成员。2003年9月-2008年10月,任中国电子科技集团公司总经理、党组书记。2003年9月-2009年1月,兼任中国电子科学研究院院长。2008年10月-2011年3月,任中国电子科技集团公司总经理、党组副书记。2011年3月-2012年7月,任科学技术部党组副书记、副部长。2012年 7月-2018年3月,任科学技术部党组书记、副部长。2018年3月起,任科学技术部部长、党组书记。

WANG Zhigang Minister and Secretary of the Communist Party of China (CPC) Leading Group, Ministry of Science and Technology (MOST). Wang Zhigang is a member of CPC. He was successively a member of the 16th and 17th CPC Central Commission for Discipline Inspection and the 18th CPC Central Committee. He is currently a member of the 19th CPC Central Committee. He studied management science and engineering in School of Economics and Management, Tsinghua University, and obtained a Doctor of Management degree. As a senior engineer, he receives the special allowance granted by the State Council. From Jan 1976 to Oct 1978, he worked as an educated youth in Changshan Commune, Chuzhou City, Anhui Province. From Oct 1978 to Jul 1982, he was student majoring in informatics in Northwest Institute of Telecommunications Engineering. From Jul 1982 to Oct 1996, he was Deputy Director, Deputy Chief Engineer, and Deputy Director General (CPC Committee member) in succession, 28th Research Institute, Ministry of Electronic Industry. From Oct 1996 to Jan 1999, he was General Manager and CPC Committee member, China National Computer Software and Technology Service Corporation. From Jan 1999 to Jan 2002, he was Vice President and member of CPC Leading Group, Academy of Electronics and Information Technology, Ministry of Information Industry, and member of Preparatory Group for China Electronic Technology Group Corporation (CETC). From Jan 2002 to Sep 2003, he was Deputy General Manager and member of CPC Leading Group, CETC. From Sep 2003 to Oct 2008, he was General Manager and Secretary of CPC Leading Group, CETC. (From Sep 2003 to Jan 2009, he concurrently served as President of China Academy of Electronics and Information Technology).
