        海洋生态系统的健康和安全,直接关系到全人类的健康和福祉。有效监测数据不足、科学决策信息缺失等因素一定程度上影响了海洋可持续发展目标(SDG 14)的顺利实施。地球大数据具备宏观、动态、客观监测能力,可在支撑SDG 14实现中起到重要作用。在中国科学院战略性先导科技专项(A类)的支持下,基于地球大数据相关技术和方法,我国已有效开展了海洋缺失数据集生产、目标本地化模型构建等具体实践。在以上分析基础上,文章提出了积极参与国际社会地球大数据共享,加强科技创新对SDG 14实现的驱动,深度参与联合国海洋治理计划等建议。
英文摘要
        The health and safety of marine ecosystems are directly related to the health and well-being of all mankind. Factors such as insufficient effective monitoring data and lack of scientific decision-making information have affected the smooth implementation of the marine sustainable development goals (SDG 14) to a certain extent. Big Earth Data possesses macroscopic, dynamic and objective monitoring capabilities, and can play an important role in supporting the realization of the sustainable development goals of the ocean. With the support of the Strategic Priority Research Program of Chinese Academy of Sciences, and based on technologies and methods related to Big Earth Data, China has effectively carried out specific practices such as the production of missing ocean data sets and the construction of target localization models. Based on the above analysis, the study puts forward suggestions such as actively participating in the sharing of Big Earth Data in the international community, strengthening the drive of scientific and technological innovation in the realization of sustainable marine development goals, and deep participation in the United Nations Ocean Governance Plan.

王福涛 中国科学院空天信息创新研究院副研究员。主要从事地球大数据支撑海洋可持续发展、重特大灾害遥感监测评估工作。先后承担国家高分辨率对地观测系统重大专项、国家重点研发计划、国家自然科学基金、中国科学院战略性先导科技专项(A类)等科研项目。中国科学院青年创新促进会会员,《遥感学报》编委。发表学术论文54篇,出版专著(图集)13部,授权国家发明专利6项。先后获得科学技术部遥感青年科技人才创新资助、全国优秀地图作品裴秀奖、青年测绘地理信息科技创新人才奖等。

WANG Futao Associate Researcher of Aerospace Information Research Institute, Chinese Academy of Sciences (CAS), Member of Youth Innovation Promotion Association of CAS, and Editorial Board Member of Journal of Remote Sensing. He is mainly engaged in Big Earth Data to support sustainable development of the ocean and remote sensing monitoring and assessment of major disasters. He has undertaken national research projects sponsored by National Science and Technology Major Program of China on High Resolution, National Key Research and Development Program of China, National Natural Science Foundation of China, and the subprojects of Category A Strategy Priority Research Program of Chinese Academy of Sciences. He has published 54 academic papers and 13 monographs (atlases), and has 6 authorized national invention patents. He has been awarded a series of honors such as the Remote Sensing Young Scientific and Technological Talent Innovation Grant of Ministry of Science and Technology, the Pei Xiu Award for National Outstanding Map Works, and the Young Mapping and Geographic Information Science and Technology Innovation Talent Award.
