        长江三角洲(以下简称“长三角”)是我国重要商品粮基地,但近年来农业面源污染问题日益突出。文章结合实地调查、政策解析、工程设计、效益评估等方式,提出了关于推进我国长三角地区稻田退水零直排工程建设的建议,明确了稻田退水零直排工程建设的政策适应性,以及长三角地区实施稻田退水零直排的重要性,对稻田退水零直排工程建设的基本原则、设计要求、模式选择与投资成本、可预期的生态经济效益进行了全面分析,以期为我国面源污染防治与农业绿色优质发展提供决策支持。
英文摘要
        The Yangtze River Delta region is an important commodity grain production area in China, but has been suffering from agricultural non-point source pollution issues in recent years. This study puts forward a suggestion on promoting the construction of zero-direct discharge (ZDD) engineering for agricultural wastewater from paddy fields in the region. This suggestion is based on the field investigation, policy analysis, engineering design, and economical evaluation, which clarifies the policy adaptability and the construction importance of the ZDD engineering. At the same time, this suggestion shows the basic principles, design requirements, mode selections, investment cost, and expected ecological economic benefits of the ZDD engineering. It is expected to provide decision support for China to mitigate the non-point source pollution and enhance agricultural green development.

梁新强 浙江大学环境与资源学院院长助理、环境工程系主任,浙江省水体污染控制与环境安全技术重点实验室副主任。主要研究领域:面源污染防治。国家自然科学基金优秀青年基金和浙江省杰出青年科学基金项目获得者,浙江省农业生态与能源技术创新与推广服务团队专家,《环境生态学》期刊特邀编委。研究成果在 Nature、Environmental Science & Technology等期刊上发表,主编著作 6部,获发明专利授权 25项,主持制定农田面源污染控制氮磷生态拦截沟渠系统建设浙江省地方标准 1项。

LIANG Xinqiang Assistant to the Dean of College of Environmental and Resource Sciences, Zhejiang University; Director of Department of Environmental Engineering, Deputy Director of Zhejiang Provincial Key Laboratory of Water Pollution Control and Environmental Safety. His research focuses on the prevention and control of non-point source pollution. He has received the Excellent Young Scientists Fund of National Natural Science Foundation of China and the Zhejiang Province Science Fund for Distinguished Young Scientists. He is also an innovation and promotion service expert of Zhejiang Agricultural Ecology and Energy Technology Team, an invited editorial committee member of Environmental Ecology. His research findings have been published in journals such as Nature and Environmental Science & Technology. He has published 6 academic monographs, obtained 25 invention patents and one Zhejiang Province standard of Construction Specification of Nitrogen and Phosphorus Ecological Interception Ditch System for Controlling Non-point Source Pollution from Farmlands.
