党中央提出加快形成以国内大循环为主体，国内国际双循环相互促进的新发展格局。科技创新作为核心驱动力，也面临着复杂的国际国内形势，需要按照国家的总体要求，探索构建我国科技创新“双循环”新发展格局。为此，以钱学森技术科学思想为指导，基于技术科学的原始创新功能、二次创新功能和潜在创新功能，提出以技术科学为核心构建科技创新“双循环”新发展格局的战略构想。希望通过国内大循环、国内国际双循环和国际大循环3种战略路径，实现以科技创新“双循环”推动经济“双循环”，为我国实现科技自立自强及融入国际科技创新大格局提供宏观战略参考。
英文摘要
The CPC Central Committee proposed to speed up the formation of a new development pattern of the domestic and international double cycles, with the domestic cycle being the main body of this pattern. Facing a complex international and domestic situation, scientific and technological innovation being the core driving force, it is of urgent need to explore and build a new development pattern of "double cycle" to suit our national needs. Hence, under the guidance of Hsue-shen Tsien's thought on technological sciences and based on the original innovation function, secondary innovation function and potential innovation function of technological sciences, this study puts forward the strategic idea of constructing a new development pattern of "double cycle" of scientific and technological innovation with technological sciences as the core. We hope that through the three strategic paths of domestic big cycle, domestic and international double cycles, and international big cycle, the "double cycle" of scientific and technological innovation will promote the economic "double cycle" and provide macro-strategic reference for China's scientific and technological self-reliance and integration into the international scientific and technological innovation pattern.

杨中楷 大连理工大学人文与社会科学学部教授、博士生导师。2007年毕业于大连理工大学科学学与科技管理专业,获管理学博士学位。主要研究方向为科技政策与知识产权。累计主持国家级基金项目等8项课题,曾参与中国科学院学部咨询项目"关于重视技术科学对建设创新型国家的作用的建议"的研究工作。在《科学学研究》《科研管理》《图书情报工作》《中国科学院院刊》等期刊累计发表论文90余篇。

YANG Zhongkai Professor and Doctoral Tutor at the Faculty of Humanities and Social Sciences of Dalian University of Technology.Professor Yang received his Ph.D.degree in Management in 2007 from the Institute of Science of Science and Science&Technology Management,Dalian University of Technology.His main research direction is science and technology policy and intellectual property rights.He has hosted 8 National Science Fund Projects.He also participated in the consulting project of the Academic Divisions of Chinese Academy of Sciences-Suggestions on Emphasizing the Importance of Technological Sciences to Build an Innovative Country.He has published more than 90 scientific papers in mainstream scientific journals such as Studies in Science of Science,Science Research Management,Library and Information Service,Bulletin of Chinese Academy of Sciences,and so on.

LIANG Yongxia Senior Editor,Associate Research Librarian,and Director of Editorial Office of Chinese Journal of Scientific and Technical Periodicals.She majored in Science of Science and Science&Technology Management and received her Ph.D.degree from Dalian University of Technology in 2009.After graduation she worked as a post-doctor in Institute of Science,Technology and Society at Tsinghua University from 2009 to 2011.In 2011,she was engaged as an editor in Chinese Journal of Scientific and Technical Periodicals and was promoted as Director of Editorial Office and Associate Research Librarian in 2014.Her current research interests mainly include scientometrics,citation analysis,knowledge mapping,and journal evaluation and management.She has published 2 monographs and participated in editing 4 books.She has published more than 30 scientific papers on mainstream scientific journals such as Studies in Science of Science,Library and Information Service,Chinese Journal of Scientific and Technical Periodicals,and so on.She has hosted and participated in 6 National Science Fund Projects.
