中文摘要
2005年兽医管理体制改革以来，我国动物疫病预防控制体系得到了长足发展，为稳定动物及动物产品供应、保障动物健康和人类健康发挥了重要作用。建设一支与健康中国战略实施相适应的现代化动物疫病预防控制体系，是构建强大的国家公共卫生体系不可或缺的一部分。在深入分析我国动物疫病防控形势与动物疫病防控工作中存在的主要问题的基础上，文章阐述了构建现代化动物疫病防控体系的基本思路，提出要统筹现有资源力量，强化动物疫病预防控制体系疫病监测、应急管理、检疫监管、技术指导、信息技术运用、科技支撑等核心任务建设，建设机构完善、人员到位、基础设施完备、能力匹配的动物疫病防控支持保障体系，为保障畜牧业健康发展，维护公共卫生安全和生物安全提供有力支撑。
英文摘要
Since the veterinary system reform in 2005, the animal disease prevention and control system in China has made great progress, which has played an important role in stabilizing the supply of animals and animal products, ensuring animal health and human health. The modern animal disease prevention and control system consistent with the Healthy China strategy is an indispensable part of building a strong national public health system. Based on current situation and main problems, this paper presents the basic ideas of building a modern animal disease prevention and control system, suggests to coordinate the existing resources to strengthen the core mission of animal disease prevention and control system, including animal disease surveillance, emergency management, quarantine supervision, technical guidance, information technology application, scientific and technological support. To provide strong support for healthy development of animal husbandry, public health safety, and biosafety, we also need to build an animal disease prevention and control support system matching with perfect organization, personnel, infrastructure, and capacity.

陈伟生 中国动物疫病预防控制中心(农业农村部屠宰技术中心)主任、研究员。中国畜牧兽医学会副理事长。曾任全国畜牧兽医总站副站长、全国畜牧总站副站长、农业部畜牧业司副司长、巡视员。长期从事畜牧兽医管理和技术推广工作,曾参与起草《畜牧法》及其配套法规和国家畜牧业的相关政策措施,组织全国畜禽遗传资源调查,制定国家畜禽遗传改良计划,指导推进全国畜禽标准化规模养殖,组织研究中国畜禽养殖业可持续发展战略等。目前主要从事全国动物疫病预防控制工作,开展主要动物疫病综合防控技术集成与示范等。

CHEN Weisheng Professor and Director General of China Animal Disease Control Center (also known as Center of Slaughtering Technology of Ministry of Agriculture and Rural Affairs).Deputy Chair of Chinese Association of Animal Science and Veterinary Medicine.Professor Chen also served as the Deputy Director General of National Animal Husbandry Service,Deputy Director General of the Department of Animal Husbandry and Inspector of Ministry of Agriculture.He has long been working on the management of animal husbandry and veterinary services,as well as the application and dissemination of relevant technologies.Professor Chen participated in drafting animal husbandry law and supporting regulations,and relevant policies and measures for the national animal husbandry.He also involved organizing national investigations of livestock and poultry genetic resources,generating the national livestock and poultry genetic improvement plan,guiding and promoting the standardization of large-scale livestock and poultry industry,and coordinating and studying the sustainable development strategies of China's livestock and poultry industry,etc.He is currently focusing on animal disease prevention and control,and the integration and demonstration of technologies to control major animal diseases in China.He also serves as the Vice President of Chinese Association of Animal Science and Veterinary Medicine.
