文章分析了“十五”至“十三五”期间，我国国际科技合作战略布局与国际形势、环境变化的相关性。从国际科技合作需求、发展思路、原则与目标等角度出发，对比研究了我国各时期科技创新政策对国际科技合作工作的部署，并在此基础上研究了国际科技合作重点工作的演进方式。最后，结合当前我国所处的国际形势与环境、面临的机遇与挑战，对新时期我国国际科技合作政策的制定提出了建议。
英文摘要
This study analyzes the correlation between the strategic layouts of international science and technology cooperation (ISTC) of China and the international situations during period from the 10th Five-Year Plan to 13th Five-Year Plan. Furthermore, from the perspectives of ISTC requirements, development principles and objectives, the work comparatively studies on the deployment of science technology and innovation policies to ISTC at different stages, as well as the key contents of ISTC proposed at different periods. On this basis, the evolution path and characteristics of ISTC are elaborated accordingly. Finally, in the light of the current international statuses, opportunities, and challenges that China is facing, the recommendations are put forward on the formulation of the ISTC policy in the next stage.

任孝平 科技部科技评估中心副研究员。主要从事科研管理、科技政策,以及国际科技合作评估与研究工作。曾任2014年亚太法制计量论坛(APLMF)印尼培训班讲师、 2015年“计量提升亚洲发展中经济体实力(MEDEA)项目”讲师、 2015年亚太国际比对 (APMP.M.M-K5)项目牵头人、中国计算机学会计算机应用专业委员会委员。

His research interests include science research management, S&T policy, and research field related to international S&T collaboration evaluation. He was a lecturer in 2014 Asia Pacific Legal Metrology Forum (APLMF) in Indonesia; lecturer in the workshop of 2015 “Metrology–Enabling Developing Economies in Asia” (MEDEA), and principle investigator for Asia & Pacific International Comparison of APMP.M.M-K5, 2015. He is also a member of Technology Committee of Computer Applications, China Computer Federation, (CCF TCAPP).

She is a senior evaluation expert who has worked in the field of research & development (R&D) evaluation, science and technology (S&T) policy research for 20 years. Over the past 10 years, she has been exploring and developing China's evaluation of international science and technology cooperation (ISTC). The relative work she led or supervised covers ISTC strategy and plans, ISTC programme, country cooperation, thematic cooperation areas, etc. She used to be evaluation consultant of World Bank (WB), United Nations Development Programme (UNDP), the Global Environment Facility (GEF), China Development Bank (CDB), the Netherland government in development evaluation area. She also has worked as panel member of the Midterm Evaluation of S&T International Cooperation Theme of National Medium and Long-term Plan (2006–2020) for S&T of China, and panel member of the Midterm Evaluation of China National S&T Major Project.
