        2019年底暴发的新冠肺炎疫情是一次重大的公共卫生事件,它对我国乃至世界的社会经济都将产生巨大而深远的影响。遗憾的是,这样的事件已不再是百年一遇,而是十年一遇或更短的时间,因此如何有效地应对大规模传染性疾病的暴发是人类社会面临的十分重要而迫切的问题。这次新冠肺炎疫情既是一个不幸,也是一个难得的学习机会。通过对疫情防控过程的回顾,以及对在该过程中所遇到的一些困难的梳理,发现很多问题最终都可以归结为供需矛盾的问题,而供给侧的挑战通常又都源于供应链的无序和混乱。文章结合现代供应链管理理论的一些基本原理,对疫情防控工作进行了分析并给出了建议,如建立全国联网传染病监测中心、国家防控战略物资安全库存、国家突发事件应急管理指挥中心等。另外,疫后经济重建也至关重要,因此还从供应链思维的角度,分析了新冠肺炎疫情的行业影响,以及企业复工复产过程中应该注意的事项。
英文摘要
        The COVID-19 outbreak starting at the end of 2019 has turned into a huge public health crisis, with deep and long-lasting social-economic impact on China and around the world. Regrettably, such terrible events are no longer happening once in a century, but perhaps once in a decade or even sooner. Therefore, how to effectively deal with a large-scale outbreak of a contagious disease is an important and urgent question facing the world. The COVID-19 outbreak is both an unfortunate event and a great opportunity for learning. The arduous process of prevention and containment, with countless difficulties throughout, suggests that most of the problems are in fact a supply-and-demand problem, with a dysfunctional supply chain as the ultimate culprit. Drawing on the main principles of modern supply chain management theory, this article makes a number of suggestions for improving the prevention-and-containment process in the future, such as establishing a country-wide monitoring system for contagious diseases, maintaining national strategic safety inventories of key medical supplies, creating a national command center for emergency response and management, etc. On the other hand, as we continue to deal with the COVID-19, more and more attention will undoubtedly turn to economic re-development. By again relying on supply chain thinking, this article attempts to provide a unique angle for understanding the epidemic's impact on industries, with suggestions for companies that are in the process of re-starting production.

陈方若 上海交通大学安泰经济与管理学院院长、行业研究院院长。毕业于上海交通大学船舶与海洋工程系(学士)和美国宾夕法尼亚大学沃顿商学院决策科学系(运营管理学博士)。曾任美国哥伦比亚大学商学院终身讲席教授。主要从事供应链管理、运营管理、运营战略、运营与营销交叉领域等研究。在国际顶级学术期刊上发表了大量论文。获得的荣誉包括美国自然科学基金会CAREER奖(原"美国总统青年奖")、国家自然科学基金委员会海外杰出青年、教育部"长江学者"等。曾任多本国际顶级学术期刊的主编、编委工作。曾任美国制造与服务运作管理协会主席。2007年发起成立了"华人学者管理科学与工程协会"并担任创会主席至今。

CHEN Fangruo Dean of the Antai College of Economics and Management, Shanghai Jiao Tong University (SJTU), founding director of the Institute of Industry Research. Prior to joining SJTU, Prof. Chen was the MUTB Professor of International Business at the Graduate School of Business, Columbia University. His research area encompasses supply chain management, operations management, operations strategy, the interface between operations and marketing, etc. He has received many awards including the CAREER Award from the National Science Foundation of USA, the Distinguished Overseas Young Investigator by the National Natural Science Foundation of China, and the Yangtze River Scholar by the Ministry of Education, China. Professor Chen has served many leadership positions in the field. He was a Departmental Editor for Management Science, an Area Editor for Operations Research, a Guest Editor of special issue for Production and Operations Management, and a Senior Editor for M&SOM. In 2006-2007, he served as the President of the Manufacturing & Service Operations Management (MSOM) Society in the U.S. From 2009 to 2018, he was the Director of the China Business Initiative (CBI) of the Jerome A. Chazen Institute of Global Business at Columbia Business School. Since 2007, he has been the Founding President of the CSAMSE (Chinese Scholars Association for Management Science and Engineering). Professor Chen received his Ph.D. in Operations Management and A.M. in Managerial Economics and Social Sciences from the Wharton School of the University of Pennsylvania, M.S. in Systems Engineering from the School of Engineering and Applied Sciences of the University of Pennsylvania, and B.S. in Engineering from Shanghai Jiao Tong University.
