中文摘要
实证分析美国高校科技成果转化路径，并探索美国政府促进美国高校科技成果转化的制度措施及其实施效果，对中国政府加速本国高校科技成果转化，具有重要的理论意义和现实意义。文章对美国高校科技成果转化路径进行了实证分析，结果揭示其路径为"大学到政府"，而非通常所认为的"大学到产业"。进而总结分析了美国政府促进高校科技成果有效转化的法律制度和政策措施，提出了对中国加速高校科技成果转化具有借鉴意义的具体建议。

栾春娟 大连理工大学知识产权学院副院长、教授、博士生导师。主持国家自然科学基金面上项目3项,教育部人文社科项目1项。发表中英文论文100余篇,其中SCI/SSCI收录和国际顶级学术会议论文10余篇,CSSCI收录论文40篇。曾获第六届、第七届全国科技政策与管理学术研讨会优秀论文奖、大连市自然科学学术成果特等奖等。
