在知识产权对经济增长贡献度不断提高的背景下，挖掘知识产权资本潜力成为新趋势。探索知识产权证券化不仅符合国家政策导向，更是符合中国（湖北）自由贸易试验区战略定位的宗旨。目前国内已出现不同的知识产权证券化模式，尚未形成统一标准。武汉知识产权交易所作为国家平台，针对科技型中小企业融资难的现状探索知识产权证券化路径，将其设计成"科技可转债"，这是基于我国当下并没有能使欧美模式成功移植的市场环境与法律制度的考量。"科技可转债"符合证券化的本质特征，亦在中国证券市场实践中有迹可循。然而，"科技可转债"的落地遇到了法律与其他规范性文件层面的若干障碍。这些障碍如何破除，迫切需要学术界和实务界的关注，以促进我国知识产权证券化的开展。

焦洪涛 华中科技大学法学院副教授,博士生合作导师,科技法研究所执行所长,中国科技法学会常务理事,武汉知识产权研究会秘书长。主要研究领域为科技法与知识产权法。参与国家中长期科学和技术发展规划(2006-2020年)战略研究,并任第18专题组"科技发展法制和政策研究"办公室主任兼执行秘书;国家级、湖北省和武汉市知识产权战略研究专家库成员。《武汉市知识产权促进与保护条例》《武汉市科技创新促进条例》《广州市科技创新促进条例》《湖北省专利条例》等立法专家组主要成员,参与《中华人民共和国人类遗传资源管理条例》《中华人民共和国公共图书馆法》等立法咨询工作。发表学术论文50余篇。

JIAO Hongtao Associate Professor,Co-Doctoral Supervisor of Law School of Huazhong University of Science and Technology,and Executive Director of Institute of Law for Science and Technology in Huazhong University of Science and Technology,and Executive Director of China Law Association on Science&Technology (CLAST),and Secretary-General of Wuhan Intellectual Property Society (WIPS).He specializes in science and technology law and intellectual property law.He was invited to participate in strategic research on national medium and long term scientific and technological development planning (2006-2020) and served as office director and executive secretary of 18th research group which undertook legal and policy research on science and technology development.Currently,he is a member of the national,Hubei,and Wuhan expert pool on intellectual property strategy research.He was also the member of legislative expert group involving in "Regulations for Intellectual Property Promotion and Protection of Wuhan","Regulations for Science and Technology Innovation and Promotion of Wuhan "," Regulations for Science and Technology Innovation and Promotion of Guangzhou "," Regulations for Patent of Hubei ",and so on.He consulted in several other legal works as well,including" Regulations for Administration of Human Genetic Resources of People's Republic of China "," Law of Public Libraries of the People's Republic of China".In addition to the above achievements,he has published more than 50 academic papers.
