自然资源管理制度是生态文明制度体系的重要组成部分，也是基础性制度。文章立足问题和目标导向的研究方法，以国际经验为借鉴，针对当前我国自然资源管理存在的理念落后、管理制度不完善、管理体制不健全等问题，提出要牢固树立生态文明的理念，坚持开发与保护相统一的发展观和系统观，构建由“两大基础、三大过程和四大保障”组成的系统完整的自然资源制度体系。顺应自然资源资产管理体制和自然资源监管体制改革的要求，设计了资产管理和资源监管体制改革路径，以实现自然资源管理的顺畅。
英文摘要
Natural resource management system is not only an important part, but also one of the foundations of ecological civilization system. Several problems of natural resource management in China, such as the old-fashion ideas, the imperfect institution and the poor management system are identified. Based on the problem? and goal-oriented research methods and inspirations from the international experience, this paper proposes that it is of significant importance to set up the idea of "respect, accommodate to and protect nature", insist on the view of development and systematics which balances the development and protection, and build up a comprehensive natural resources system with "two basics, three processes and four guarantees". We also design the reform path for the natural resource asset management system and supervision system to meet the demand of systematic reform.

Ma Yonghuan Professor of Information Center, Ministry of Land and Resources, a laureate of Land and Natural Resources Science and Technology Award, a laureate of cream of young men award, a member of the expert advisory committee of Chinese territorial planning, a member of key decision-making group of Chinese territorial planning, and also a nominee of Outstanding Young Scientific and Technological Talents in Land and Natural Resources. Su Liyang Male, Assistant Professor at the Institutes of Science and Development, Chinese Academy of Sciences. His works focus on the public policy related to sustainable development, especially in the fields of eco-civilization building, policy making process, and development strategy of electric vehicle. He has hosted around 10 key research projects, such as project sponsored by the National Natural Science Foundation of China, consulting project from State Ministry, and project of Chinese Academy of Sciences. To date, Dr.Su has published more than 20 peer-reviewed papers in academic journals.
