“一带一路”建设是新时期我国全方位对外开放的旗帜和主要载体，也是我国推动世界经济治理改革的尝试。其核心要义是利用“丝路精神”推动沿线国家的合作，实现互利共赢，其中“丝路精神”指在“丝绸之路”上薪火相传的“和平合作、开放包容、互学互鉴、互利共赢”的精神。在经济全球化进入“十字路口”和迷茫区的大背景下，共建“一带一路”倡议为改革世界经济治理模式提供了中国方案，成为世界各国推动经济全球化深入发展和机制改革的一面旗帜，为21世纪的世界和平与发展带来新的哲学思维，将引领包容性全球化。
英文摘要
The Belt and Road Initiative (BRI) is not only China's new action to drive its open and global development but also its potential contributions to the reform of global economic governance. The BRI's core theme is to deploy the Silk Road Spirit (SRS) to promote economic and social cooperation among countries along the ancient Silk Road while the SRS refers to the idea of pursuing "peaceful and cooperative, open and inclusive, learning from each other, and mutual beneficial and win-win situation", which has passed on generation by generation on the silk roads. As economic globalization is at a crossroad and needs a new philosophy to move on, the BRI is likely to offer a Chinese solution to the difficult situation of the world economy and the reform of global economic governance structure and, if so, it will lead the direction of globalization towards more inclusiveness. In such a sense, the BRI is a call for inclusive globalization as well as a new philosophy for the peace and development of the world in the 21st century.

刘卫东,中科院地理科学与资源所所长助理、研究员、博士生导师,中科院特聘研究员(核心骨干),中国科学院大学岗位教授,2011年杰青获得者。兼任中国地理学会理事、经济地理专业委员会主任;国际区域研究协会理事、中国分会理事长等。研究方向为经济地理学与区域发展,近三年来主要从事"一带一路"战略研究。已发表论文200余篇,其中SCI/SSCI收录论文50篇;牵头出版著作15部。曾获中科院杰出科技成就集体奖、第七届全国优秀科技工作者称号等奖励。E-mail:liuwd@igsnrr.ac.cn
Liu Weidong Assistant director and professor in economic geography,Institute of Geographic Sciences and Natural Resources Research, Chinese Academy of Sciences (CAS),distinguished researcher of CAS,chair professor of the University of CAS,and a winner of National Science Fund for Distinguished Young Scholars in 2011.He is board member of the Geographical Society of China (GSC) and chair of GSC's commission on economic geography,and board member of Regional Studies Association (RSA) and chair of RSA China Division.His research area includes economic geography and regional development,and since 2013 has focused on the study of China's Belt and Road Initiative.He has published more than 200 papers in peer-reviewed journals,including 50 SCI/SSCI papers,and co-authored 15 books.He was awarded CAS Outstanding Achievement in Science and Technology in 2009(collective),and National Outstanding Worker in Science and Technology in 2016.E-mail:liuwd@igsnrr.ac.cn
