        交通运输是塑造经济空间格局以及主导经济空间格局演化的重要力量。构建“一带一路”的交通运输体系是“一带一路”战略实施的先决条件和重要基础,是沿线各国设施联通、贸易畅通、民心相通必不可少的纽带和桥梁,更是必须重点突破的优先战略任务。文章通过对现有文献及数据的分析,研究了“一带一路”交通运输业发展格局,发现“一带一路”中部国家交通运输基础设施较为完善,现代化快速交通发展滞后,交通运输业贸易地区发展不平衡,发达国家优势明显,发展中国家发展迅速。进而提出了我国针对“一带一路”沿线国家的交通运输业发展战略,即率先加强同中亚国家间的道路连接,强化“海上丝绸之路”点轴建设。最后提出了“一带一路”交通运输业发展对策,即创新合作机制、建立合作平台、发挥民航运输的先锋作用、将高铁建设作为突破口、打通国际物流通道、建立国际物流体系、成立国际物流协会、确立国际物流标准、构建国际物流信息网络。文章以国际的视野、科学的分析助力国家的顶层战略,所得结论将为“一带一路”建设提供理论依据及战略咨询。
英文摘要
        Transportation is the dominant force to shape and change economic spatial patterns. Construction the transportation system of “the Belt and Road” is not only the condition and basis for the implementation of “the Belt and Road Initiative”, but also the essential links and bridges of facilities connectivity, unimpeded trade and people-to-people bonds, and priority strategic task must be focused on breakthrough. In this research, through the study of existing literature and data, the author built the transportation patterns of “the Belt and Road”, revealed that among the infrastructure constructions of central states along "the Belt and Road" were perfect, modern rapid transit developed low, and the trade development of transportation industry was not balanced, the developed countries had obvious advantages, and the developing countries were developing rapidly. Then the author put forward the transportation strategy of “the Belt and Road”, which were that China should strengthen the road connection with the Central Asian countries, and enhance the points and aisles construction of the Maritime Silk Road. Finally, the author established the transportation measures of “the Belt and Road”, which were that China should innovate cooperation mechanism, establish cooperation platforms, play a vanguard role of the civil aviation, set high-speed rail construction as the breakthrough point, get through international logistics corridor, establish international logistics system, set up International Logistics Association, confirm international standards of logistics, construct international logistics information network, and so on. This research took the international perspective and scientific analysis to support “the Belt and Road Initiative”, and the conclusions will provide theoretical basis and strategic support for the construction of “the Belt and Road”.

“一带一路”国际科学家联盟常务副主席兼秘书长,中科院地理科学与资源所首席研究员(二级),博士生导师,中国科学院大学首席教授,中科院地理科学与资源所资源经济与能矿资源研究室主任,中科院区域生态经济研究与规划中心主任,旅游研究与规划设计中心副主任;国家科技基础性工作专项重点项目首席科学家,中国生态经济学会常务理事兼区域生态经济专业委员会主任,中国自然资源学会常务理事兼资源经济研究专业委员会主任;连续两届任联合国人居署全球人居研究网络顾问委员会委员, 联合国开发计划署中国投资处中国绿色产业专家委员会委员。1962出生,甘肃平凉人。主持和参与完成科技部国家科技基础专项、国家自然科学基金重点项目、中科院、部委和地方课题及国际合作项目90多项。在区域生态经济和资源经济理论与实践领域取得了突出进展,最早提出并组织完成西部生态经济区划与典型区可持续发展模式及中国四层循环经济模式,主笔撰写5份重要咨询报告得到国家领导人批示,3份咨询报告被中办采用。发表主要论著300余篇(部),获国家“五个一”工程奖和中科院杰出成就奖及省部级科技进步奖等14项奖励。E-mail: dongsc@igsnrr.ac.cn
Dong Suocheng
Executive vice Chairmen and Secretary General of the International Scientist Union of “the Belt and Road Initiative” professor and doctoral supervisor of Institute of Geographic Sciences and Natural Resources Research, Chinese Academy of Sciences and University of Chinese Academy of Sciences. He serves as director of Resource Economics and World Resource Research Department, a leading scientist of Key Project of the National Scientific and Technological Basic Research, standing member of China Society for Ecological Economics and director of Regional Ecological Economics Committee. He holds two consecutive terms of advisory board member of Research Network of United Nations Human Settlements Programme. His research focuses on theories and practices on Regional Ecological Economics and Resource Economics. As a leading author, he wrote eight important consultation reports which were approved by state leaders, and three copies of them were adopted by the General Office of the CPC Central Committee. He has published over 300 academic papers and books, and achieved more than 12 awards including the National Five-One Engineering Award, Outstanding Achievement of Chinese Academy of Sciences and other provincial and ministerial awards of Science and Technological Progress. Male, Deputy secretary general and core expert of think tank of the international scientist union of the Belt and Road Initiative. associate professore and master’s supervisor of Institute of Geographic Sciences and Natural Resources Research, Chinese Academy of Sciences, professor of University of Chinese Academy of Sciences, and secretary general of Regional Ecological Economics Committee of China Society for Ecological Economics. He was respectively honored with award of outstanding technology, outstanding fruits of land use planning, outstanding fruits of urban and rural planning by China Society of Natural Resource, Chinese Ministry of Land and Resources and Hebei Province. Resent years, he published more than 30 papers, and wrote many consulting reports about resource environmental capacity and regional sustainable development as the main author which were approved by state leaders.
