民间智库在创新驱动战略中的重要作用

        中国自古以来就有幕僚传统，但现代意义上民间智库则是改革开放以后逐渐发展起来的。进入 21 世纪，随着国际局势和国内经济社会发展形势的重大变化，国家明确提出实施创新驱动发展战略，民间智库进入蓬勃发展的新阶段。作为创新驱动的强大助推力量，民间智库既是中国新经济发展的强大动力、也是国家治理体系和治理能力现代化的重要支撑，应进一步完善我国民间智库发展的政策环境，按照研究能力标准而非体制标准评价民间智库，促进民间智库更好服务于创新驱动国家战略。

        China has existed aides and staff tradition since ancient times, but in the modern sense, folk think tank is developed gradually after the reform and open policy. Entering the 21st century, with the major change of international and domestic economic-social-development, and the implement of innovation driven strategy, folk think tank is into a new stage of vigorous development. As a powerful boost of innovation, folk think tank is not only the strong driving force of China's new economic development, but also the important support of the modernization of management system and management ability, and we should evaluate folk think tank according to the research ability rather than government system, thus promoting folk think tank to better serve national innovation driven strategy.
