发展清洁能源对于中国乃至全球经济社会可持续协调发展具有重要意
义。文章分析了中国清洁能源发展的环境和存在的挑战，阐释了清洁能源的新
概念和中国清洁能源发展的战略思路、实施路径及重点，并提出了保障中国清洁
能源发展战略实施的具体对策。
英文摘要
The development of clean energy is of great significance for the sustainable economic and social development of
China and the world. This paper analyzes the development environment and existing challenges of China clean energy,
explains the new concept of clean energy, some strategic thoughts, and implementation way of clean energy development
in China, and puts forward specific strategic measures to guarantee the implementation of China clean energy
development strategy.

张玉卓 中国工程院院士，神华集团有限责任公司董事长、党组书记，博士。1962 年1 月出生，山东
寿光人。国家能源专家委员会成员、中国科学技术协会常委、中国煤炭学会副理事长、中国能源研究会
副理事长、中国石化工业联合会高级副会长和国际能源署（IEA）煤炭咨询委员会执委。长期在能源领
域从事研究与管理工作，负责神华煤基新能源与化工材料领域的研发和工业化工作，获授权国家发明
专利1 项、国际发明专利5 项；采用具有自主知识产权的神华煤液化技术和DMTO技术，直接组织领导
并完成了煤直接液化、间接液化和煤制烯烃及碳捕获与封存（CCS）等国家示范工程建设,均已成功投入
运行。
