        通过对新中国科学技术事业从“有计划地开展科学技术工作”到十二年科学技术发展远景规划制定的历史回顾,表明制定“科技规划”是与社会主义现代化发展模式相关联的科技发展道路的战略选择。文章对中国科学技术管理与研究体制的形成,后续科技规划的得失进行了论述,并提出了有关科技规划制定与实施的几点启示。

        This paper studied the history: from ’developing Science and Technology designedly’ to the first Long-term Plan of Science and Technology Development in the People’s Republic of China. The historical course represents the strategic choice of the science and technology development in China, which relates to the Socialistic system as a way to the Modernization. This paper deals with the formation of the management and research systems of science and technology in China during above historic period, the success and failure of the following long-term plans of science and technology development; and puts forward some enlightenments about making and implementing the science and technology development plans.
