        国际大科学计划作为全球协同开展前沿研究的核心范式，全方位重塑了基础研究的发展边界、资源格局、研究范式、人才体系与治理生态，二者深度耦合、协同迭代，成为人类破解全球性重大科学难题的重要策略。在科技竞争与全球治理深度交织的背景下，我国牵头发起国际大科学计划已成为新时代的战略需求，海洋负排放国际大科学计划就是一个成功案例。同时，也应清醒认识到，我国在国际大科学计划运行过程中，仍面临国际科研规则话语权不足、国内科研管理体制与国际惯例适配不足等现实短板。面向未来，应对标国际通行惯例，深化科研体制机制改革，主动参与并引领国际科研规则与标准制定，系统化培育国际化科研人才与运营队伍。

        As a core model for conducting cutting-edge research through global collaboration, major international science initiative (ISI) has comprehensively reshaped the development scope, resource landscape, research paradigms, talent systems, and governance ecosystems of basic research (BR). ISI and BR are deeply integrated and iteratively coordinated, forming a vital strategy for humanity to tackle major global scientific challenges. Against the backdrop of deep intertwining between scientific and technological competition and global governance, China taking the lead in ISI has become a strategic imperative for the new era, with the UN Ocean Decade Program ocean negative carbon emissions (ONCE) serving as a successful example. Meanwhile, it is highly needed to clearly recognize that in the operation of ISI, China still faces practical shortcomings including insufficient discourse power over ISI rules and inadequate alignment between domestic scientific research management systems and international practices. Looking ahead, it should benchmark prevailing international practices, deepen reforms to scientific research institutions and mechanisms, take proactive steps to participate in and lead the formulation of international scientific research rules and standards, and systematically cultivate internationally-oriented research talents and operational teams.
