关键基础设施是重要的国家战略资源,事关国家安全与经济社会运行。我国22个超大特大城市因要素高度聚集,关键基础设施布局集中、隐蔽性差,面临现代化战争攻击、自然灾害、设施老化等多重风险。将关键基础设施地下化纳入国家战略,是保障国家安全、推进韧性城市建设、助力高质量发展的必然选择。国际实践已验证地下化在防护、空间优化等方面的优势,“十五五”期间建议通过强化顶层设计、规划管理协同、开展试点示范、创新融合发展等策略,构建中国式超大特大城市发展新范式,筑牢城市安全与发展基座。
英文摘要
Critical infrastructures are vital strategic resources, directly impacting national security and the operation of economy and society. Twenty-two megacities and large cities in China, due to the concentration of resources and poorly concealed distribution of critical infrastructure, face multiple risks such as warfare attack, natural disaster, and facilitiy aging. Incorporating the undergroundization of critical infrastructure into national strategy is an imperative choice for national security, resilient city, and highquality growth. International practices have proven the advantages of underground development in terms of protection and space optimization. During the 15 th Five-Year Plan period, it is recommended to adopt strategies such as strengthening top-level design, coordinating planning and management, launching pilot demonstrations, and promoting innovative and integrated development, so as to establish a new paradigm for the development of Chinese super-large and mega cities and consolidate the foundation for urban safety and development.
