        在我国城市发展由大规模增量扩张转向以存量提质增效为主的新阶段，地下空间作为重要的国土空间资源，其战略价值和潜力日益凸显。推动地下空间开发利用从工程建设导向向系统治理、综合利用转型，是落实城市内涵式发展要求、提高资源与空间利用效率的重要途径。地下空间开发利用的规模化发展，带动地下空间相关产业集聚和体系化发展，为地下空间经济形态形成奠定了现实基础。文章从地下空间综合利用和产业体系发展的专业视角，阐释了地下空间经济内涵，即围绕地下空间资源的调查评估、规划设计、工程建设、装备制造、运营维护和服务管理等活动逐步形成的，以全链条协同、全生命周期运行和持续价值创造为特征的综合性经济形态。在此基础上，文章梳理了地下空间开发利用的政策背景和资源禀赋，阐释了地下空间开发利用的产业化演进逻辑，分析了地下空间产业体系的总体框架及向地下空间经济演进的重点方向，并结合城市更新和国家安全需求，识别当前制约地下空间经济发展的主要瓶颈。进一步地，文章围绕中央城市工作会议精神和习近平总书记关于城市工作的重要论述，提出以系统规划、城市更新、国家安全统筹和数字化赋能为重点的地下空间经济发展路径。研究认为，地下空间经济是地下空间综合利用水平持续提升、相关产业活动系统集聚的必然结果，对推动城市高质量发展和保障国家长远安全具有重要战略意义。

        In the new stage of China's urban development from large-scale incremental expansion to stock improvement and efficiency improvement, underground space, as an important land space resource, has become increasingly prominent because of its strategic value and potential. Promoting the transformation of underground space development and utilization from engineering construction orientation to system governance and comprehensive utilization is an important apprach to implement the requirements of urban connotative development and improve the efficiency of resource and space utilization. The large-scale development of underground space development and utilization drives the agglomeration and systematic development of underground space related industries, which lays a realistic foundation for the formation of underground space economic form. From the professional perspective of the comprehensive utilization of underground space and the development of industrial system, this study explains the economic connotation of underground space. Underground space economy refers to a comprehensive economic form characterized by full chain coordination, full life cycle operation, and continuous value creation, which is gradually formed around the investigation and evaluation, planning and design, engineering construction, equipment manufacturing, operation and maintenance, service management, and other activities of underground space resources. On this basis, based on the analysis logic of industry, scenario, system, and economic result, this study combs the policy background and resource endowment of underground space development and utilization, and explains the connotation characteristics and formation logic of underground space economy from the perspective of underground space comprehensive utilization and industrial system development. The overall framework of the underground space industry system and the key direction of its evolution to the underground space economy are analyzed. Combined with urban renewal and national security needs, the main issues that restrict the economic development of underground space are identified. The study holds that the underground space economy is the inevitable result of the continuous improvement of the comprehensive utilization level of underground space and the agglomeration of related industrial activities, which is of great strategic significance to promote the highquality development of cities and ensure the long-term security of the country.
