        大科学计划肩负着汇聚全球创新资源、建设世界科学中心、推动地区高质量发展的使命，是实现高水平科技自立自强的重要支撑。发起大科学计划需要具备科技条件平台支撑、坚实国际合作基础、丰富人才储备、科学可行的治理结构和完善政策保障及专项支持等要素。当前，我国发起国际大科学计划面临着严峻国际形势，同时存在大科学计划同质化竞争、缺乏成熟的管理经验、科学家参与动力不足等问题，文章综合考量国际科技合作形势与我国科技发展现状提出对策和建议。

        Large-scale scientific programs shoulder the missions of pooling global innovation resources, building world-class scientific centers, and promoting high-quality regional development. They serve as crucial pillars for achieving high-level self-reliance and strength in science and technology. Initiating large-scale scientific programs requires elements such as the support of scientific and technological condition platforms, the coordinated promotion by international organizations, a scientific and feasible governance structure, sound policy guarantees, and special support. At present, China faces a severe situation in initiating international large-scale scientific programs. Meanwhile, problems such as homogeneous competition among large-scale scientific programs, lack of mature management experience, and insufficient motivation for scientists to participate also exist. This study incorporates the current context of the politicization and securitization of global technological collaboration and proposes strategies and recommendations through a comprehensive analysis of the practical realities of China’s scientific and technological development.
