        随着超大城市进入存量提质和集约高效发展阶段,地下空间规划已由工程配套问题,上升为事关国土安全、资源配置效率和城市韧性的战略性议题。搭建层次清晰的规划编制体系,明确地下空间规划内容和要求,是地下空间资源可持续利用的重要前提。文章探索构建了涵盖全市、分区、重点地区等不同空间层级的地下空间规划编制体系,从严守生态底线、功能设施统筹、重点分区引导、精细化设计等方面,展开系统性规划方法探索,结合地质调查、三维地层分析明确地下空间生态安全管控分区和竖向适宜范围,统筹协调地下功能设施的空间布局,完善地下空间开发潜力综合评估与重点地区识别方法,开展地下公共空间精细化规划引导,为实现地上地下空间的立体协同发展提供技术支撑。
英文摘要
        As megacities enter a phase of stock improvement as well as intensive and efficient development, underground space planning has evolved from an engineering issue into a strategic topic concerning territorial security, resource allocation efficiency, and urban resilience. The establishment of a clear hierarchical underground space planning system and the improvement of underground space control methods are the important prerequisites for ensuring the sustainable utilization of underground space resources. In line with the territorial spatial planning system, the systematic planning and control methods have been explored from the perspective of strictly adhering to the ecological bottom line, coordinating functional facilities, and guiding development of key areas. Red line for underground space has been delineated based on three-dimensional geological model, the overall layout guidance of various functional facilities has been strengthened and a comprehensive evaluation method for the development potential of key areas has been developed. This study hopes to promote the integrated utilization of above-ground and underground space resources.
